As President of Lone Star Consulting, Stephen Hofmann has over 25 years of experience representing governments before the US Congress, state legislatures and international governing bodies. Hofmann has represented over 50 governments including Singapore, Norway, Egypt, Costa Rica, Turkey, Miami-Dade County, and the Dominican Republic, as well as a number of cities and counties in Texas including Laredo and Grand Prairie. Additionally, Hofmann has represented Walmart, GM, Levi's, Waste Management, and other corporate clients.

After spending 7 years working as staff in the Texas Legislature, Hofmann spent 8 years as staff in the US Congress. In this capacity, Hofmann worked directly with local government leaders. And as a former City Councilmember, Hofmann fully understands the needs of local government.

Working at the city, state and federal levels, Hofmann knows how the appropriations system works. As state and congressional staff, Hofmann helped secure billions of infrastructure dollars for multiple US highways, flood prevention projects, airports, rural development, water systems, bridges, and the revitalization of communities.

In the private sector, Hofmann secured billions in government funding for numerous projects for clients. Projects such as the Miami International Airport modernization, flood mitigation, seaport expansion, bridge upgrades, power and water systems, and many more infrastructure projects.

Hofmann assists many companies managing the new tariffs and retaliatory tariffs. He has spent decades lowering duties on key products, creating tariff exceptions, and re-classifying products to a lower HTS duty cost. Additionally, Hofmann has helped numerous countries secure Free Trade Agreements with the United States including Morocco, Panama, Colombia, as well as the Dominican Republic and the Central America countries for DR-CAFTA.

Born in Austin, Texas, Hofmann is married and has four children and holds a BA in Political Science. Hofmann is fluent in English and German.

Mr. Rodriguez was a Congressman from Texas for 12 years including being a member of the House Appropriations Committee, the Subcommittee on Transportation, and was Chairman of the Congressional Hispanic Caucus.

Prior to joining Congress in 1997, Mr. Rodriguez served 10 years as a Texas State Legislator. Additionally, he served as Justice of the Peace and a school board member.

While in Congress, Rodriguez helped secure billions of dollars for projects throughout Texas, from major highway outlays to Veterans Clinics in rural areas. Rodriguez has also helped secure funding for rural development and public works infrastructure.

Rodriguez has a BA in Political Science from St. Mary's University and a Masters from Our Lady of the Lake University in San Antonio.

Joe Quinn spent his career integrating stakeholder, policy, communication, and community engagement efforts to help organizations succeed. He has managed national strategies and projects for the largest company in the world, been a policy director for a governor, and was an award-winning television journalist.

At Walmart Corporate Affairs for more than a decade, Quinn built national and local Walmart relationships with elected officials, suppliers, customers, and local communities. Quinn helped manage company efforts to hire veterans, make healthy food affordable, and bring manufacturing jobs back to the US. For his role in the historic Walmart $4 generic drug program, Quinn is a recipient of the Sam Walton Entrepreneurial Award.

Prior to Walmart, Quinn was the Director of Policy for Arkansas Governor Mike Huckabee. Quinn managed the communication rollout of the ARKIDS First campaign, which reduced the number of uninsured children in Arkansas by more than 60%.

Quinn is also Executive Director of the Arkansas Good Roads Foundation, working for better roads and infrastructure to improve both quality of life and the economy.

Jamie Quinlan is director and the practice lead for all grant writing and comprehensive plan development. She is a seasoned professional with over 23 years of experience in leadership, comprehensive plan development, grant writing, and communication. Jamie has written numerous successful grants for cities and counties in Texas. Jamie is detail oriented and an expert in compliance.

Additionally, Jamie has worked with MGM and served as a teacher and college professor. She started her grant writing career by writing the most successful grants for the Clark County School District in Las Vegas, Nevada, which is one of the largest and fastest growing counties in the country.

Jamie lives in Georgetown, Texas, is married and has five children. She holds a BA in Psychology and Masters Degree from the University of Nevada, Las Vegas. Jamie is fully bilingual.

Elliot is a director and the senior grant writer for Lone Star Consulting working with cities and counties.

Prior to joining the firm, Elliot spent 28 years working with Microsoft, Adobe, and Amazon as a senior technical writer. Elliot oversaw planning and managing professional services documentation projects for several multi-billion dollar companies.

Elliot has worked with non-profits including the Houston Museum of Science and has one of the highest grant success rates in the industry. Specialties include grant writing and researching.

Considered an expert in all of Adobe's line of creative professional products, Elliot has earned the Adobe Certified Expert designation in Premiere. From Dallas, Elliot is an Eagle Scout, married and earned his BA in Journalism from the University of Houston.

With over 35 years of financial services experience on Wall Street, Tim Clemensen is considered an expert in financial analysis, funding sourcing, and financial compliance.

As a former Executive Vice President at Rubenstein Investor Relations, he structured detailed corporate communication programs to expand greater market awareness for his clients. As a broker with Shearson Lehman Brothers, Clemensen organized high profile portfolios for his international outreach.

Leading the Finance team, Tim provides financial services including the design and creation of financial material, due diligence reports, critical financial structuring, guidance for quarterly and annual reports, fact sheets, and institutional finance coordination for additional capitalization or restructuring.

Clemensen is married and earned his degree in Economics and Business Administration from Rutgers University.

As a communications and grant writing professional, Alexa has a specialty for storytelling as education. She has worked as a communications lead at a Washington, DC association and as a news reporter at a national affiliate in Austin, Texas. Further, Alexa was a content writer for the international departments for two universities.

A Texas native, Alexa received her Master's in Journalism from the University of Texas and graduated cum laude with a BA in Art History and Spanish from Tulane University. While at Tulane she studied and taught abroad for one year in Madrid, Spain, and in Costa Rica. Further, she accepted a Fulbright Scholarship to teach university students in Mexico City. Haverlah is fully bilingual.

Nelson Garcia is well respected in the Washington, DC arena serving as senior staff in the US Congress, as well as being the founder and President of the Washington Intergovernmental Professional Group with a membership of over 8,000 senior professionals from the private sector, diplomatic community, and staff members from Congress and the Federal Agencies.

Nelson has served as Legislative Director to Congressman Gary Miller, Legislative Assistant to Congressman Ken Calvert and to Congressman Jerry Lewis.

Additionally, Nelson served as Director of Federal and State Policy for the Motor and Equipment Manufacturers Association (MEMA), Director of Governmental Relations for the Intelligent Transportation Society of America, and Director of Congressional Relations for the Alliance of American Insurers.

Nelson earned a BA in Political Science (International Relations) from the University of California, Riverside. Nelson is married and is fully bilingual.

Holly Veselka is a detail-oriented grants professional with a strong background in compliance-driven documentation and research. She supports cities and counties in developing competitive funding applications with a focus on accuracy, organization, and compliance.

Prior to joining Lone Star Consulting, Holly worked in the healthcare industry dealing with compliance and analyzing complex policies.

Holly brings a strong foundation in business administration along with strong technical skills and research experience. She is recognized for effectively working within complex systems and consistently delivering accurate, high-quality work.

Holly lives in Austin, Texas, attended Texas State University and earned a degree in Business Administration, and is bi-lingual.
